Finally, after I don't know how long and cutting of how many cables and soldering to god knows how many things, the solution that I have been looking for was pointed out to me today.
The dlink 7 port hub can very, very easily be modified to only use external power so that when the computer shuts down, it does not allow any of its attached devices to drain power via the USB bus, yet everything works 100% normal when the computer is turned on. All you have to do is open up the case of the hub and cut one trace:

"(You can see the cut between the grey power connector and the USB connector, just down and to the right the "P8" lettering) This separates the power from the computer and the power circuitry and still leaves the processor in the USB hub active"
